At 9AM, Tropical Cyclone NESAT was about 400 kilometres south of Hong Kong and was moving west-southwest across the northern part of the South China Sea at 15 kilometres per hour, the Hong Kong Observatory reports.

The report explains that NESAT has grown more violent in the past few hours, and that, while the Standby Signal, No. 1 is in force at the moment, the Strong Wind Signal No. 3 will be issued between 10 a.m. and noon today.
